Is it possible to print to a specific scale?

Yes, actual size is 1/4"=1'-0" or 1:50 if using metric. To get another scale, you want to set the document zoom and then use the "Current Zoom" option when you go to print. For example, if you want the plot to be twice the standard scale, you would set the zoom to 200%. When printing at the current zoom, you will get an effective scale of 1/2"=1'-0" or 1:25. Likewise, to get a smaller effective scale use View->Zoom->Set Zoom... to set a percentage less than 100%. If you use 50%, for example, the effective scale would be 1:100 or 1/8"=1'-0".
