If I open the setup, midi in LXConsole Version 6.0.4 (16418.1)
I can see little arrows to the right in the window. Clicking these allows me to choose from various actions/settings.
BUT
If I increase the size of the setup window these little arrows disappear and to get them back I have to close and reopen the window.

I believe that you've changed the size of the Action Command column in the table. You should be able to move the cursor to the far right edge to make the column smaller again and then you can access the popup arrows.

This is also an older version of LXConsole. It is not likely to make a difference. However, you can also try the current version 6.1.0.
