I figured it out. I needed to start from a "New Key Entry" and work from there as opposed to trying to edit an existing fixture.
And I figured out if I Load Keys > ETC
I get all the things I need. Sorry I missed that I only was looking at the defaults.

Hello. I'm looking add LED fixtures. I have the full version of LXPlan and was trying to create them but couldn't figure out how to add DMX profiles to the existing Source Fours. Customize Fixture List
Is there a way to customize the fixture list so that only the fixtures in our inventory are shown? I want to both use some modified and unmodified fixtures and then be able to choose from a much smaller list then what is included. I tried to find information on key files but not sure if that is it. ...

I had the exact same problem. What I figured out is the jdk11.cab file had not unpacked.
I used 7zip and extracted the files into the LxPlanApplication folder and LXPlan opened as expected.
